It is handled by the upstream tz database http://www.twinsun.com/tz/tz-link.htm

This change became law (Energy Policy Act of 2005) in early August
2005. The tz data was updated shortly after.

Distributions normal package this as tzdata, zoneinfo, or timezone.

This is changed to March 11 this year and if I manually change it then it
will change again on the old date. This is a big problem worldwide,
especially in equipment that has it imbedded in firmware.
