I'm running Debian testing, and I have both of those functions: /usr/share/emacs/21.4/lisp/international/iso-acc.elc /usr/share/emacs/21.4/lisp/obsolete/rsz-mini.elc Running dpkg -S indicates they're both in the emacs21-common package.
