Since when is wikipedia a reliable resource? 

That RFC was consciously cribbed from ESR's Jargon File, which predates
the rest of these sources, and which the authors duly note in their
references.

No legitimate RFC has ever been released with a publishing date of 1
April. They're all jokes (some funnier than others; I don't think
this one's particularly imaginative).
