First for some background, to start us off:

As part of providing the services required to run the PLUG list for the
past five, I've been the defacto list administrator for that same period
of time.  Prior to that time, Bill Jonas and Darxus were filling that
function.  At some point in 2002 (I think), I asked Jeff Abrahamson to
help perform administrator functions as well, for times when I wasn't
available, etc.  For the most part, being an administrator means dealing
with technical issues.  Sometimes someone sends mail to -owner when they
can't post to the list (usually because they're posting from the wrong
address), sometimes it's dealing with the spamcop complaint my ISP
receives when someone reports list traffic as "spam" rather than
unsubscribing.  Sometimes it's dealing with the 100M of memory one of
the mailman daemons is using.

But, on occasion it has also meant dealing with human issues when things
on list get a little too out of hand.  For the most part we've been very
lucky, and the list largely self-moderates itself.  Prior to the recent
trouble, there is only one incident I can think of (that several of you
may remember from a number of years ago) that required a heady-handed
moderator.

Recently, the signal to noise ratio of the list has deteriorated so
much that if I wasn't responsible for running the list, I would probably
unsubscribe.  And based on comments I've seen in the #plug IRC channel
and in off-list messages, I know I'm not alone.  So, in oder to help keep
things running smoothly and steer us back in the right direction, I sent
mail to the organizers of the three PLUG chapters (Chris Fearnley, Paul
Snyder, and Elizabeth Bevilacqua), and three long-time, even-handed list
members, whose opinions I respect after communicating with them for many
years (Jeff Abrahamson, Stephen Gran, and Walt Mankowski) asking for
opinions and assistance.  From this discussion rose a plan for myself,
Paul, Lyz, Jeff, Stephen, and Walt to share list administration duties.
