It's basically a management utility to keep different systems in sync. It has a tripwire feature (md5sum on all files) and when files change rules can be built to act on these changes... say update passwd files to be in sync with all other computers. It's a very powerful utility designed so that it won't overload a system with changes. Plus, there can be more than one master system. There's support for groups of computers too.
