ACM is THE trade association for the academic Computer Science crowd.
IEEE likes to think it is, but it only carries weight with the  
"engineering"
side of Computer Science.  As a gross generalization, the distinction  
is:
ACM= algorithms  and IEEE = chips.

So, yes, especially if you want any kind of "academic" career or one in
which academic "credentials," "contacts," and "publications" count.

The on-line library is a good source for information on all kinds of
Computer Science.
