This is a "Prescott" core, which had such bad thermal & power characteristics 
that it finally convinced Intel to throw the Pentium 4 design in the bin*.  
Unfortunately, there's not a whole lot you can do about it, since only the 
mobile versions had frequency scaling.

If you're desperate, you might be able to underclock the chip by manually 
lowering the FSB speed in the BIOS, but the performance penalty will be 
significant.



* This was probably the third best place to put the Pentium 4 "NetBurst" 
architecture, with the second and first being Yucca Mountain and the 8th 
circle of Hell, respectively.
