Sounds like what you want is some VPS software. Check out openvz, it's a pretty good foss one. VPSes are lighter weight than virtual machines, but are probably exactly what you're looking for. You probably don't need the hardware emulation, you just want to give each client their own isolated space. Sort of like a chroot on steroids.
