This xeams thing appears to be free...

Courier is an mta (as well as a pop/imap server) and has a web admin
interface. I can't speak to its usability or its reliability as an mta.

I don't know if you're going to find anything that tries to integrate an
MTA, pop/imap server, and spam filtering all in one like xeams does.
