Here is the equivalent from gentoo - this might have found some that JP 
didn't (or some could be the same packages with a different name).  I'd 
be shocked if most didn't have ubuntu packages available.

      Description:         GTK+ frontend to the libexif library 
(parsing, editing, and saving EXIF data)

* sci-geosciences/gpscorrelate
      Available versions:  ~1.5.6 1.5.8 ~1.6.0 {doc gtk}
      Description:         Tool for adjusting EXIF tags of your photos 
with a recorded GPS trace

Note that several of these are libraries, but it might be easy to write 
a wrapper around them, and they might have some tools included or have 
tips on their websites.  The first looks like a perl library so if 
you're good with perl I imagine you can do quite a bit with it.
