It may be sub-optimal long term, but try this:

# openvpn --mktun --dev tun

If it works and you want to remove it again:

# openvpn --rmtun --dev <name from success>

That isolates the issue to creating tun devices.  And if it works, you
can try changing your client config from "dev tun" to "dev tunX".
