Isn't that more of a political issue? Someone is running something you don't want them to run, why don't you just warn them and then if they continue to do it bar them from computer access (disable their account)?

Errr or maybe a cron job to 
'killall blender' 
every 5 minutes or so....

or whatever the name of the command is .. That wouldn't prevent it from starting but it would sure be annoying as hell to dissuade them :)

The issue is I want to stop any instance of Blender from loading, and
that would include new versions that got downloaded and just run from
the desktop (as opposed to versions that were properly installed
through Aptitude).

I successfully blocked the apt installed version by changing it's
permission but now someone has figured out how to download and run it
from the desktop.

What would you do?
