A while ago I had to look into CMS software and eventually went with e107.  It's not quite as popular as Drupal, and seems somewhat fragile at times, but is user-friendly enough for people other than myself to administer.

Simplest answer? Drupal is a great tool for creating a CMS. WordPress
is a blogging platform with many CMS functions.
