But if it were successfully ported, it would be a relatively static
product, and frankly I suspect that porting from OSX might not be as
difficult as you think.

Flash remains a relatively immature product with a need for constant
updating and also a need to worry constantly about security, Photoshop
just doesn't require quite as much attention to security if just because
it's not usually dealing with web content.
