Never mind, I fixed it. I had to log in as local admin (and with our
Dell Win 7 laptops, that meant i had to enable local admin  .. sort of
like enabling root password in Ubuntu. Who knew? :-))

Anyway, as local admin, I could stop the service and uninstall (which
means renaming to deleting the "cygwin" folder.

Which is odd, because my domain account *is* a local admin ...
