[PLUG] RAID enterprise vs desktop hard drives and TLER

After recent discussions on failure of a RAID array I found these
documents discussing why Enterprise SATA ( and not Desktop SATA )
are required in RAID arrays to keep drive error recovery from dropping them
from the array.

So any drive used with hardware or software raid or ZFS may
need these.
