If I had to setup a good NTP server I'd consider running nanoBSD on an
unmodified Soekris NET4501.

Apparently, the crappy old AMD Elan520 CPU in the NET4501 has an
uncommonly precise timer.  Coupled with a really good clock and an
accurate time source, it can do sub-microsecond-accurate timekeeping.
