Almost any online synchronization solution is going to require a server-based component (which is really all cloud-based means), although perhaps you could find one where you can run the server on your own hardware. Online applications (web-based or otherwise) tend to be a bit of a deficiency in FOSS - there is a lot more emphasis on desktop-oriented apps which rarely provide for mobile syncing/etc. When you do have infrastructure-level components that are FOSS like IMAP/SMTP/etc, the mobile or web application options tend to be weak.
