 ctrl- alt- del (task mgr) to see if some process is hogging cpu
if so, kill the process and see if that helps
it will still be there when you reboot

run antivirus software to kill virus, search for bots etc
avg is a free download
see if that fixes things

next get partition info (control panel, admin tools, disk management)
it will see linux type partitions
jot down for future use

insert windows cd for rescue or reinstall options
try the fix option first for a clean reinstall of win system files
reinstall your service pack

try that first

you can also reinstall mfg specific drivers (dell, hp) if a driver issue
this can be tedious

you could do it
not that tough

back up your data
as a last resort, use dos prompt command line

Before doing a reinstall I wonder what virus protection software is
being used if any. Is there a backup of the windows registry files?
/windows/Windows/System32/config/* (As mounted from Linux)

Since Windows can still boot your symptoms seem to indicate that there
is a virus on the system that has not totally destroyed the registry.

Windows filesystem is not like ext3 or any of the other Linux file
systems and you have to periodically manually do a check disk and other
system maintenance yourself whereas Linux / Unix file systems basically
maintain themselves.

Another option is using the Windows system restore disk that will return
your NTFS file system back to factory default. The system restore
should not touch the Linux partitions.
