I can think of a few reasons:
1.  The consultant gets kickbacks from Comcast.
2.  The consultant is incompetent.
3.  The consultant figures that an extra $50/month is more
maintainable for his client than a much more complex setup.

With an extra internet connection you can just take an out-of-the-box
router and simply make it accessible to the public.  Oh, and if it
gets shut down for abuse you likely have no impact to the internal
network's access.

I can't say that a separate connection is automatically the wrong
answer.  Consultants aren't cheap, so it doesn't take that many phone
calls to fix things before just paying Comcast $50/mo makes sense.
