With an extra internet connection you can just take an out-of-the-box router and simply make it accessible to the public. Oh, and if it gets shut down for abuse you likely have no impact to the internal network's access. I can't say that a separate connection is automatically the wrong answer. Consultants aren't cheap, so it doesn't take that many phone calls to fix things before just paying Comcast $50/mo makes sense.
