Yes, not so clueless.  Actually, when met today he told me he had concluded that we needed only one connection because we would use the advanced wireless routers.  Then he and I walked downstairs and started talking with the director of the school.  Once she explained that they, too, wanted a wireless network he immediately realized that there had to be two networks and theirs would have to be separate.  Fortunately, the consultant has set up wireless for a number of schools so he knows his stuff.

Sorting out the bundled Ethernet cables will be up to me :-(
