Oh, in that case you can just cp -a them and append the user accounts
to passwd/shadow.  Just do make sure that there isn't any ID overlap -
unless they're on the same version of ubuntu the newer system might
have more default accounts, though most distros start numbering user
accounts at 1000 or such which would prevent conflicts.

Just make sure you don't copy the default accounts into passwd/shadow
a second time.
