[PLUG] gpg-agent & thunderbird

I am in the process of creating a new gpg key for myself.

When I go to Thuderbird/Enigmail and select OpenPGP -> Clear Saved Passphrase
it complains:
    You are using gpg-agent for passphrase handling.
    Clearing the passphrase is therefore not possible from within Enigmail.

That's odd since typing gpg-agent at the command line gives me a different complaint:
    The program 'gpg-agent' is currently not installed. You can install it by typing:
    sudo apt-get install gnupg-agent

Could there be some other program performing this function?
Maybe Enigmail is just plain wrong?

Running LinuxMint 15 (based on Ubuntu 13.04).
