So is it the actual power, and possible increase in electricity costs,
that bother her, or is it the lights?

My girlfriend had me cover the lights on her cable box and PC in her
room, said it kept her awake.

Yeah, you really don't want to have to keep editing hosts files;
that's all you'll be doing, every time they click on a new link that
happens to not be in the hosts file. Which is probably every day or so
...
