I'm not completely opposed to a 9" or an 8" but 7" is ideal.  Why would they have mods for Fire HDX 9" and not say for the new HD 6" or HD 8"?

It's possible, most of the other Fire tablets have gotten Cyanogen at varying (but low) support levels, generally only unsupported builds. I wouldn't count on it, though, Amazon has been trying to lock out third party roms for a while, and on a loss leader like this, it'll be a major concern.
So sure, buy it if it's interesting as-is, but don't count on it getting AOSP/CMod.

In somewhat related info, I just bought a Kindle Fire HDX 9" and a Samsung Tab 2 10.1" on Swappa for 110$ and 120$ respectively, and both already have Cyanogenmod builds available, so don't get spellbound by the low price, there are competitors.
