[PLUG] Activating Windows on a laptop (or not)

If I buy a new Dell laptop and never activate the copy of Windows installed on it, instead removing the HD and installing an SSD, does MS still get their revenue from Dell?
I remember many years ago people had established a procedure for writing in to claim a refund for the value of the unused Windows license, is that still done?
