Hi, John.

Take a look at the ffmpeg command with the -target ntsc-dvd option for re-encoding video, maybe lower the bitrate until the output video file is small enough.  Then, generate the required directory structure with the dvdauthor command.  Then, create a dvd iso image with something like:
$ mkisofs -dvd-video -udf -o dvd_video.iso -V my_dvd_dir

Burn the iso to a dvd, which should be 4.7GB for single-layer.  I haven't done it in a long time, but was using DVD+R discs with:  
$ growisofs -Z /dev/sr0 -speed=2 -dvd-video -dvd-compat -V dvd_video.iso
