[PLUG] Automatically connect to a single wireless network

Isn't this a variation of the "evil twin" problem (https://en.wikipedia.org/wiki/Evil_twin_%28wireless_networks%29), except that in this case the user WANTS to connect to the evil twin instead of the legitimate AP?
I don't see how the operator of the evil twin would distinguish his paying prisoner clients from the others (and the prison IT staff), given that they are all using the same hardware and software setup.
