Is it possible to hook it to a system via USB and not have it connected to the network? I've had some issues with my old Lenovo nas that I couldn't fix over the network or if it even was on the network.

I don't know much about the file, it's some sort of technical data.  Not
plain text, not media (image or video).  It's about 1.3 megabytes in size.

The "boot from a live CD" is a great idea.  Unfortunately, this file is
not on a computer but an intelligent NAS device:

I'm not sure it's possible to boot it into another OS.
