CIFS is the name of a network filesystem used in Windows.  Is it possible that this is a file used by the NAS or its clients as part of providing the CIFS service?  That could explain why deleting it is restricted.

I don't know much about the file, it's some sort of technical data.  Not plain text, not media (image or video).  It's about 1.3 megabytes in size.

The "boot from a live CD" is a great idea.  Unfortunately, this file is not on a computer but an intelligent NAS device:

I'm not sure it's possible to boot it into another OS.
