If you haven't blown your VM away already, an update to Mint 18 might fix your issues. Worth a shot before you give up, anyways.

Nevermind.  It looks like I wanted to get something from getdeb back in April, and left that repository enabled in /etc/apt/sources.list. Yesterday I did a full update and install, which I assume replaced every package on the system which had a newer version on getdeb.  That explains why there were 100+ updated packages despite there not being a new OS release.

At this point I'll write it off as a loss and do a new VM from Mint 18.
A good reminder of the risks with alternate repositories--install your package and comment them out!
