Having worked with MSFT on a few things recently, I've got to say: there's *definitely* been a culture shift since Ballmer left. It will be interesting to see whether it continues, but I think they've realized that the future may well be in open and interconnected systems and not in proprietary lock-in. Their Azure offerings continue to try to catch up to AWS and, though there are some weirdnesses, they are actually... okay to work with/on.
