It's worth noting that many isp's that filter incoming connections tend to do it by blocking specific ports. In those situations all you really need to do is have your service run on a non-standard port number that's not blocked.

If you decide to test for blocked ports yourself, be aware that they're usually just dropped rather than rejected. Probes will show up as filtered/dropped instead of closed.
