It's sorta both (marketing, gotta love it). I think technically, "optane" is the name for stuff with that internal architecture. The first products I've heard of using "optane" technology are an enterprise full SSD and a consumer little chunk of fast SSD to cache a mechanical hard drive. So the "disk cache" sense would refer to the consumer device (that comes in 16GB or 32GB sizes), but be aware that there are also other products using the "optane" brand.
