Even  VMware now allows running ESXi nested inside ESXi  which is how the free on-line HOL  training labs work.

But nested ESXi hosting is not supported,  and I imagine nested virtualbox also has some edge cases, so this would
likely not be recommended for production use.

I have found that pushing  PAAS type workloads to the cloud are often cost effective,  but running multiple VM's in the
cloud is not cost effective.

I work at 1and1.com and i managed to get virtualbox running on one of our cloud servers.  You must use nat and not bridged networking and our cloud platform runs on vmware.  If you are interested we have datacenters in Kansas, Germany and Spain.
