How would this be possible?  As far as I'm aware blockchains do not
store any secret data.  It could store encrypted data certainly, but
you don't need a fancy blockchain for that - just stick the encrypted
file on a USB drive.  The problem in both cases becomes somehow
conditionally releasing the key, which isn't perfectly achievable, and
to the degree that it is possible requires significant hardware
support.
