Has he decided what package he intends to use? I have a friend (practising physician, undergraduate engineer, closet programmer) who implemented a FOSS electronic health record for his & his wife's practice in TN, and now helps others on a quaasi-commercial (opinions are free; services are charged for) basis. I would be glad to connect your neighbor if he has not already selected his EMR package.
