I currently don't have a solution needed other than understand this. For example cPanel installs DNS. cPanel gives you a choice of three DNS utilities to use, I think, and one is bind. I'm trying to figure out why the DNS is installed. I guess my one public IP can be used to link or server multiple domain names?

DNS is what connects a name to an address.  BIND is one implementation
of DNS, and it has its pros and cons.

I'll defer to others on where the best place to start is.  I believe I
just used some HOWTOs and the BIND manpages.  BIND is somewhat complex
though, in a sendmail-ish sort of way.  Depending on what you need to
do there may be other solutions that are a better fit.  A recent trend
has been to split recursive vs authoritative name server
implementations, and depending on your needs you might need one of
each.  BIND does both, perhaps not as well as the dedicated solutions.
