All we need to start is to host and register a room or talkgroup.  I'm willing to do that part it there is interest.

The next piece would be connecting in to local capable repeaters.  Of course if there is a repeater operator already set up for this and can do it for us then that really is the best way to go.

I was wondering if there was a PLUG presense on network amatuer radio (aka digital)?  I didn't see anything listed on Brandmeister or YSF so figured I would ask.  If there is nothing out there is this something that would make sense to do?  One of the stats I heard last year is something along the lines of most new hams never get on the air.  Perhaps having a PLUG room or talkgroup that is more of a ragchew (i.e. more conversational) might be a way for PLUGers (and others) to gain practice and operating confidence by talking to people they already know.
