Interesting project but instead of reinventing the wheel (or the "effort" in this case) people should consider what is already widely available. Amateur radio operators have been building mesh networks for years at this point. In addition, early wifi mesh networks were being built before the 802.11s amendments were implemented so giving old wifi gear a new life is possible too. More than that though, it would be easy to disrupt anything that uses microwave bands. If activists or anyone else really wants to communicate during a grid down or intentional service disruption, this problem has already been "solved" and its called NVIS (amateur radio and military folks already know how to do this too).
