I tried installing python3-pip and it didn’t work and so I found there were missing default repositories.  I googled what the default repositories are for Debian 11 and added them. It is virtualized in an in prem data center.  It would indicate a problem if the nic dropped.  Thanks again for your help.

I fixed it but I have never installed Debian 11 minimal at home and I found it odd that it was missing just regular Debian default repositories that I needed for python. Can anyone comment if there are circumstances in a minimal install of Debian 11 that would result in missing default repositories. It looks weird but I wanted to ask about it. Thanks.
 Off hand, there is a step in the installation process in which it asks you to pick mirrors. If you installed without a working NIC or DHCP lease,  I believe it skips that.
