[PLUG] fedora core 3- httpd will not start

apache will not start.

i have removed all programs, and reinstalled, with the ADD/REMOVE GUI.
Same thing.
Any thoughts?
I am leading a class!!!

HERE IS THE ERROR MESSAGE
[root@055lab2wks17 ~]# /etc/init.d/httpd start
Starting httpd: /usr/sbin/httpd: error while loading shared libraries: libpcre.so.0: cannot open shared object file: Permission denied
