What are the permissions of libpcre.so.0
On Debian /usr/lib/libpcre.so.0 look like:
ls -l /usr/lib/libpcre.so.3
lrwxrwxrwx 1 root root 17 2005-06-12 13:17 /usr/lib/libpcre.so.3 ->
libpcre.so.3.11.0
- -rw-r--r-- 1 root root 163128 2005-05-26 01:57
/usr/lib/libpcre.so.3.11.0
Without furthur info it looks like you have read permissions turned off
for all others.
