   +1 for voip.ms. I use it with an old OBi ATA so I can keep my old
cordless system, and they have a new VoIP app of their own which seems
to work well enough. They do bill by the minute, plus some fees for 911
service, and I think there is a monthly charge for ported numbers, but
unless they are on the phone constantly, I expect it would fit the
budget. They include a lot of features like voice mail, call
forwarding, and even voice response menus. (It cuts down a lot on spam
calls when the caller has to press 1 to talk to a person.)

   As for hardware, it looks like Grandstream has some ATAs that would
work with an existing phone, though I haven't tried it.
