Most people could sit down at my computer and operate it with little or no instruction. When you bring up a program - FILE and PRINT are in the same place. I used Xubuntu to give a familiar feel. Gnome might scare some people. Lots of code and CLI windows probably won't help either. Most people want the OS to Just Work (in a familiar way). Of course there will be the little things here and there that require a little research....
