Colo/Hosting?

All of this talk about lasagne and DSL got me thinking:

Does anyone have a favorite ISP for colocated/dedicated hardware/hosting
solutions? I know of someone who's reasonably happy with dca.net.
Netaxs used to be a reasonable choice for the extremely clueful.

A list of requirements would probably help:
	*BSD (preferrably Free or Open)
	modern Perl
	apache
	mod_perl
	shell access
	mysql/postgres
	standard power/pipe/backup
	proactive security monitoring

ObBeer: The ISP should be at least as reliable as Yuengling. :-)

Thanks,

Z.
