No.  The cost of dorm space is not a limiting factor.  No access to dorm
space *is* a limiting factor.  :-)

The idea is to offer dorms to people who want them, and help them cut
down on costs.  It's also an area that can't really be controlled.  The
conference cost, on the other hand, can be juggled by using cheaper
rooms, spending less on catering, etc.
