uhm, reinstalling windows is honestly a best answer for many things for many
people... someone I work with who knows almost nothing about computers said
to me the other day "I had to reinstall windows the other day because it
started to get tired again, is that common and was that the right thing to
do?"

if problems arise after using windows for a good chunk of time, and go away
after reinstalling, there must be some use in that advice

Whatever you call it, you're telling the person to do something. It's BS to
say that you're not. Basically, you're supposed to guide the people through
setting stuff up and to tell somebody to reinstall their OS is
irresponsible, especially since a lot of people will have no idea how much
that's wasting their time.
