Did you link /dev/modem to /dev/ttyS2?  Linux starts counting at 0, vis:

DOS   Linux
---   -----
COM1  /dev/ttyS0
COM2    "  ttyS1
COM3    "  ttyS2
COM4    "  ttyS3

Basic stuff, I know, but it never hurts to check.

Have you used pnpdump?  That can be helpful for setting up isapnptools.
