For 3.2, not it's not required.  4.0, on the other hand, is the current
recommendation from the W3C.  I don't believe that it is strictly
required; hoever, with the advent of stylesheets and DHTML, they strongly
recommend that all optional closing tags be used to avoid ambiguities.  It
has always been a good idea to use closing tags that are marked optional.
